Win10 Missed Government Procurement Microsoft China Joint Venture Or Will Be Difficult To Produce
- Mar 14, 2018 -

“In 2015, China’s Intelligent Terminal Operating System Industry Alliance commissioned some authoritative evaluation agencies to evaluate the similarities between Win8 and Win10, demonstrating that Win8 is basically the same as the Win10 kernel.” Ni Guangnan, academician of the Chinese Academy of Engineering, told reporters, “The government procurement department will Win8 is treated equally and is not included in the government procurement catalog, and no separate notice has been issued."

The “China Government customized version of Win 10”, which has been nearing a year’s momentum, may die.

In fact, in order to be able to enter the Chinese government procurement catalog, during the Sino-US Internet Conference in September 2015, Microsoft announced that it had reached cooperation with China Electronics Technology Group ("China Electronics"), one of China's top ten military industry groups. Both parties are China. The government agencies and key infrastructure state-owned enterprise professional users seek to configure, deploy, and maintain localized Win10 in the user's computer system in the professional field.

Later, on December 17, 2015, during the World Internet Conference held in Wuzhen, China, Microsoft signed a memorandum of joint venture company with China Electronics Corporation. The joint venture company had a registered capital of US$40 million, and the ratio of the two companies was 51% for China Electronics. 49% of Microsoft companies. The two parties reached a consensus to carry out specific cooperation matters such as customization of government-specific products based on Microsoft's operating system technology and their marketing. At the end of March 2016, He Lefu, chairman of Microsoft Greater China, revealed in an interview with Caixin that “the first version of the Chinese government-specific Win10 operating system has been completed.”

However, this may be a positive message released by Microsoft unilaterally. Ni Guangnan stated at the forum that "Win10 has not been included in the government procurement catalogue. This is a continuation of the government procurement's ban on the 'Vista." In 2006, Microsoft released the Vista operating system, which was excluded from procurement by government procurement because "user computers are highly controlled by Microsoft." In 2013, Win8 was also excluded from the procurement catalog because it "has the same architecture as Vista and is more uncontrollable." However, the Win7 operating system has not been banned from purchasing because it does not have such an architecture. At present, among the government procurement catalogs, the four operating systems of Win7 are all in procurement.
